There are two philosophies for making AI agents safe. The first is reactive: let the agent do what it wants, then intercept or block anything harmful. The second is structural: define upfront exactly what the agent is allowed to do, and make everything else unreachable.
Most AI safety tooling today follows the first philosophy. Guardrails, content filters, output classifiers — they all sit downstream of the agent's decisions and try to catch problems before they cause damage. They're better than nothing, but they're fundamentally fighting the wrong battle.
Guardrails are a patch. A registry is a design.
A guardrail says: 'the agent tried to do something harmful — stop it.' A registry says: 'the agent can only attempt things on this list — everything else doesn't exist.' The difference is whether safety is an afterthought or a structural property of the system.
When you register your APIs as tasks, you're not adding a layer on top of an open system. You're defining the system itself. The agent's universe of possible actions is the registry. It can't hallucinate a tool that isn't there. It can't accidentally call an endpoint you haven't approved. The boundary is hard, not negotiable.
What a registry actually contains
Each entry in the registry is a named task with a typed schema: what inputs it accepts, what output it returns, what authentication it needs. The agent receives this list when it starts planning. It sees task names and descriptions — enough to understand what's available — but never the underlying credentials or raw endpoint details.
This is a significant shift from how most agent tooling works. In a typical agent framework, you pass tool definitions directly in the prompt. The model sees the endpoint, the parameters, sometimes even the API key. With a registry, the model sees an abstraction. The real implementation is hidden behind a controlled execution layer.
The registry scales with trust
A new deployment might start with five registered tasks: read a CRM record, send an email, create a support ticket, look up an order, add a note. As the team builds confidence, they add more. Some tasks get promoted to fully automated. Others stay behind an approval gate. The registry becomes a living record of what the organization trusts AI to do.
This is a much more manageable model than trying to write policies comprehensive enough to cover every possible misuse of open API access. You're not writing rules to prevent bad behavior — you're defining the space of possible behavior in the first place.
The registry is also documentation
A side benefit that teams often don't anticipate: the registry becomes the clearest documentation of how AI interacts with your systems. Every integration is explicit, named, and typed. When something goes wrong, you don't have to trace through logs wondering which endpoint the agent hit — you look at the task name in the audit log and trace it directly to a registry entry.
That connection between the registry, the plan, and the audit log makes debugging fast. It also makes onboarding new team members to AI automation much easier — the registry is a readable contract of what's possible.
